Dear APA Members and Colleagues,
As your Statewide Bargaining Chair, I would like to share a quick update on where our contract is in the process of getting the funding released for our increases. As usual our CBA was delayed for some time between the offices of Administration and Finance and the Dept. of Higher Ed; On 2/21/2025 a transmittal letter was presented to Governor Maura Healey. The next step in the process is for Governor Healey to sign our CBA. Healey has 45 days to do that.
I have been inquiring with many sources from; MTA reps, The Council of Presidents leadership and the Governor’s office to find out if our contract has been signed and if a supplemental spending bill is in the works.
Today 3/26/2025 I received notice that The APA 2024-2027 CBA will be one of many included in a Spring supplemental that A&F (downtown) anticipate filing in the coming weeks. We have a contact person who will be included on the supplemental outreach plan and they will let us know when A&F officially files the supplemental spending bill.
We are all eager to see these increases as soon as possible; As many of you are aware these delays are part of the process we endure after bargaining and ratification. I want to be clear that we most likely will not see our increases until late May or even late June at this point. We still have the agonizing period of waiting, while the House and Senate read and re-read the spending bill until they come to agreement. Hopefully, whichever supplemental that our contract is included in will not be filled with contentious funding asks, that will hold our CBA and our increases hostage.
Our Contract will cover from July 1, 2024, through June 30, 2027, and increases will be paid retro to Jan 2025.
APA leadership will be working on an action letter very soon and we will need the full membership participation when it is ready. When we have any further news, as always we will let you know.
