President’s Report – Sherry Horeanopoulos
Contract updates
- Jim Cox wants to delay Initial Meeting to May.
- We will not bargain a 3 year contract at this time. We need the Commissioner to come to this realization…to put it on hold and suggested this to Mike Murray.
- We should consider recommending a 1 year contract extension with a 2% increase and PFLMA settled and with no furloughs/layoffs. Also move vacation cap accrual to June 30, 2021.
- We need to pull together a policy for telecommuting (not part of the CBA)
From C. Santiago
- Paid FML – last discussion was investigating the cost out of proposing 1 sick day. Expanded FMLA Due to Covid-19 being proposed – working with Elizabeth Sullivan on getting the Colleges to allow members to use their sick leave to supplement their pay, in the event they need to go on FMLA to care for children out of school or daycare, during to Coronavirus. The BHE has said members can use other time off if they are out for childcare but not sick time. The BHE has said they are reluctant to do this because they are not allowing other unions to do so. However, they have agreed to look at the issue. One of the questions they have for us is whether we have any members that would lose wages because they do not have enough leave to supplement their wages with vacation or personal time.
Have no longer received complaints from campuses regarding working from home.
Will send a general membership letter out soon to the Chapter Presidents for dissemination to the Chapter membership.

APA Financial Statement of 2019 & 2018 June 30
Membership and Data – Aaron Childs
- 1375 Dues Paying Members. A decline of 2 since March 2020.
- 112 Non-Dues Paying Member. An decline of 1 since March 2020.
- 54 members lost due to retirements mostly at Westfield and Salem.
- SSL Certificate is coming up in the next month or so. Although server is out of warranty, no need for a replacement at this time.

Need to ask to have the MTA Memo posted to the website.
Health and Welfare Report – Alan Jackson
- No meetings in March or April.
- Asking MetLife for no increases in cost this year; may ask MetLife to reduce cost.
- Audit was good, no issues found.
- No orthodontics in policy – it would increase member cost too much.
Committee Reports
Budget Committee – Mike Storey
- Draft for revisions to APA By-laws, moving Treasurer from Elected to Appointed. Includes a new Article V.
- C. Cianfarini suggested alternative language.
- Other suggestions to consider for the By-laws include having a MTA Representative, adding language allowing only Dues Paying members to become elected officers, creating a new membership status for retired members.
