President’s Report – Seth Bean
- Update from HELC:
- APA is the only Higher Education union that has a Tentative Agreement
- They are working on an Anti-Privatization Initiated to stop certain areas of our institution from being privatized – Counseling Services, Health Services.
- Max and Massachusetts as a Windfall Elimination Provision (WEP) state. The WEP is a federal law that reduces Social Security benefits for retirees of public retirement systems in states where public employees do not contribute to Social Security

Article IV
Election of Officers and Members of Standing Committees
Section 3 The terms of the President, Vice President and Secretary/Treasurer shall be concurrent with the APA contract. Election of officers shall be held within ninety (90) days after the ratification of a new contract and shall continue for the duration of a new contract. New officers shall be installed within thirty (30) days following the election. Officers may run for re-election.
Fitchburg:

Framingham:

Salem:
Article II Executive Board
Section 1. Officers:
The Salem State Chapter shall elect four to six* chapter officers: President, Vice President, Secretary,
Treasurer/Membership Coordinator and Grievance Officer(s).
a. Elections for all officers shall be held by written/absentee ballot. Elections will be held in conjunction with state-wide APA Board elections. Article II Sec.2 will take precedent if state-wide elections are delayed; elections will be held accordingly.
Westfield:
Article II Executive Board
Section 1. Officers:
The Westfield Chapter shall elect five officers; Chapter President, Chapter Vice President, Chapter Secretary, Chapter Treasurer/Membership Coordinator and Chapter Grievance Officer.
a. Elections for all officers shall be held by ballot during the month of April or as soon as is practicable if there are extenuating circumstances.
Worcester:

- 90 credit Bachelor’s Degree (Shales)
- BHE Meeting with Council of Presidents and the Community College equivalent. This is going to be a major impact to the 4-year institutions. There will be a hearing in February about this.
- Trump Administration and Ratings for Federal Financial Aid (Shales)
- Per Trump, institutions will not receive Federal Financial Aid. What this means to Massachusetts Public Higher Education and Diversity is a major issue for us.
